Erdogan would become both the head of state and government, with the prime minister's post abolished.

The lira, which has lost almost a fifth of its value against the dollar this year, dropped almost 3 percent to 4.74 to the dollar minutes after the cabinet announcement.

"In the new era, Turkey will improve in every field, including democracy, fundamental rights, freedoms, economy and large investments", Erdogan said in his speech at the presidential palace in the capital, Ankara. An adviser to Erdogan later said that the governor's term would remain at five years.

Turkish President Recep Tayyip Erdogan was sworn in on Monday under a new governing system that grants him sweeping executive powers, which critics say give him far too much control. "We are leaving behind the system that has in the past cost our country a heavy price in political and economic chaos".

"We, as Turkey and as the Turkish people, are making a new start here today", he told the dignitaries and thousands of guests.

"Erdogan, 64, says a powerful executive presidency is vital to drive economic growth, ensure security after a failed 2016 military coup and safeguard Turkey from conflict across its southern border in Syria and Iraq".

But Erdogan faces immediate challenges posed by Ankara's faltering bid to join the European Union and tensions between the United States and its North Atlantic Treaty Organisation ally.

After taking the oath, Erdogan plans to visit the mausoleum of Mustafa Kemal Ataturk, the founder of the modern, secular, Turkish Republic.

A supporter of Turkey's President and ruling Justice and Development Party leader Recep Tayyip Erdogan arrives for an election rally in Istanbul on May 29, 2018.

"Most powers will be concentrated in his hands, there will no longer be a prime minister, and nearly none of the checks and balances of liberal democracies will be present".

Russian Prime Minister Dmitry Medvedev was present, in a new sign of the warm ties between Ankara and Moscow, as was Venezuelan President Nicolas Maduro, regarded with disdain by Washington but an ally of Erdogan.

The now defunct government of Prime Minister Binali Yildirim issued a last-minute decree revamping ministries to conform to the new executive presidency structure.

Later on Monday, Erdogan will announce his new cabinet, which, he said, will hold its first meeting on Friday. Erdoĝan has repeatedly clashed with strategic allies such as the USA and the European Union in recent years over the war in Syria, Turkey's accession to the EU, human rights abuses by Ankara, Europe's failure to support Turkey during the coup attempt, and rising Islamophobia in Europe.

Erdogan will face immediate and major challenges in his second term, posed by an imbalanced fast-growing economy and foreign policy tensions between the West and Turkey, a North Atlantic Treaty Organisation member.

Last month Mr Erdogan was re-elected with 53% of the vote. The lira, which gained more than 1 percent earlier on Monday to 4.51 against the dollar, briefly fell back sharply after a government decree removed a clause stipulating a five-year term for the central bank governor.
