Earlier on Monday, Britain's top counter-terrorism officer said detectives were unable to say if the Novichok that poisoned Sturgess and a man who is in critical condition in a hospital was from the same batch that struck down the Skripals.
"This latest horrendous turn of events has only served to strengthen the resolve of our investigation team as we work to identify those responsible for this outrageous, reckless and barbaric act", counter-terrorism police chief Neil Basu said. "Charlie is still very unwell and will continue to require specialist, round-the-clock care here at Salisbury District Hospital", the statement said.
Speaking at the Amesbury meeting, Paul Cosford, medical director for Public Health England, said that the novichok to which Sturgess and Rowley were exposed was in liquid form, and took effect within three to 12 hours.
The nerve agent was used to target former Russian spy Sergei Skripal and his daughter Yulia in Salisbury in March. Dawn Sturgess, right, died on Sunday from her exposure.
Britain has blamed Russian Federation for the poisonings, but Moscow has strongly denied any involvement.
Charlie Rowley, 45, woke up Tuesday at Salisbury Hospital in London.
In a statement released through police her relatives said: "Dawn's death has been devastating for us".
"Any contact officers have with Charlie will be done in close consultation with the hospital and his doctors".

Rowley's brother Matthew told ITV News it was "shocking to see him first of all, because he's not the Charles I know". London accuses Moscow of being at the origin of the attack against the Skripal, of which Dawn Sturgess and Charlie Rowley would be the collateral victims.
