Continuing with the theme of thinly-veiled threats and bribes, the government said that "without the UK's participation in, and contribution to, these data exchange tools, there would be a significant loss of capability" that would reduce the EU's ability to protect European Union citizens and track terrorist networks.

But Johnson, a leading Brexit campaigner, said following European Union rules without being able to alter them risked consigning Britain to the "status of colony", and said it looked like a "semi-Brexit". Amid chaotic scenes, the Commons was briefly suspended as Brexit Secretary Dominic Raab (main image) tried to present the policy paper with MPs throwing his report around the chamber.

"We approach these negotiations with a spirit of pragmatism, compromise and, indeed, friendship".

Even so, May has appealed to European negotiators to "engage" with her blueprint in the same spirit of respect that she said her government was taking toward the EU's own principles and red lines.

Jacob Rees-Mogg, the chairman of the backbench European Research Group, said the proposals amount to "vassalage" and "a bad deal for Britain". Britain would accept their rules and contribute to their costs, the white paper said. Tourists, young people and business trips would also be allowed without visas.

The government also insists, as expected, that it sees the EU's usual adequacy agreement - which the bloc has with 12 countries, in addition to two partial agreements - as "the right starting point" but that it should "go beyond the framework".

The plan will set out the vision for future relations with the bloc, putting a controversial "free trade area" at its core.
