He was speaking after Fox toldthe Sunday Times that there was a 60% chance of a no-deal outcome from talks with EU.
The Government has admitted its proposals are unprecedented, but Dr Fox said Mr Barnier's response "makes the chance of no deal greater".
"But the global trade secretary is right to say there is a risk of the negotiations not succeeding and the government has to prepare for all eventualities".
In a sign that member states are being warned of the consequences of the failure to find a deal, Dr Fox said: "It's up to the EU27 to determine whether they want the EU Commission's ideological purity to be maintained at the expense of their real economies".
But the talks have stalled, and the British government is trying to heap pressure on the other 27 European Union nations to compromise by stressing the economic harm to all sides that would come from a "no-deal" Brexit that imposes tariffs and other barriers on U.K. -EU trade.
"If our message on "no deal" is becoming more credible and resonating with those we are negotiating with in Europe, then our negotiating hand is getting stronger every day and we shouldn't do anything to undermine that".
No. 10 insists the government remains confident it can get a good deal.
British voters approval of Prime Minister Theresa May's handling of Brexit negotiations has fallen to 22 percent, according to the ORB International pollster on Monday, the lowest figure it has recorded.
