Pep Guardiola hits out after Douglas Luiz refused Manchester City permit

Manchester City boss Pep Guardiola has spoken of his disappointment at the FA's decision to deny Brazilian youngster Douglas Luiz a work permit.
"He (Luiz) is not allowed", said Guardiola, who made a point of giving Luiz game time on their recent tour of the United States. "We are going to try to help him to go on loan again [to Girona] and try to get the work permit [for that]".
The 20-year-old Luiz - a £10m signing in 2017 - was loaned out to Girona last season and is now likely to be sent out again for the coming season.
The decision was particularly hard to take for Guardiola as it came on transfer deadline day, allowing him no time to bring any other players into the club.
'But one day before and you decide he can't play because, I don't know, he's not tall enough, doesn't play enough, games in the past or something like that. They even submitted videos of support for their appeal from Brazil national team manager Tite and former Arsenal midfielder Edu. "I am so sad and disappointed for Douglas, because he could help us".
