Manchester City boss Pep Guardiola has spoken of his disappointment at the FA's decision to deny Brazilian youngster Douglas Luiz a work permit.

"He (Luiz) is not allowed", said Guardiola, who made a point of giving Luiz game time on their recent tour of the United States. "We are going to try to help him to go on loan again [to Girona] and try to get the work permit [for that]".

The 20-year-old Luiz - a £10m signing in 2017 - was loaned out to Girona last season and is now likely to be sent out again for the coming season.

The decision was particularly hard to take for Guardiola as it came on transfer deadline day, allowing him no time to bring any other players into the club.

'But one day before and you decide he can't play because, I don't know, he's not tall enough, doesn't play enough, games in the past or something like that. They even submitted videos of support for their appeal from Brazil national team manager Tite and former Arsenal midfielder Edu. "I am so sad and disappointed for Douglas, because he could help us".

"I accept the rules but it's hard to understand. He has shown many good things in training sessions and the reason why we spent a lot of money to buy him [£10.7m] is that he is a player with a huge capacity to play for us". It's so hard for me to understand.

He said: "I would have preferred it, if it wasn't announced yesterday".

On Wednesday, Argentina FA president Claudio Tapia told TyC Sports they had approached Guardiola but any deal was "impossible" because they would have needed a "fat wallet" to cover his salary.

"So no, I'm a little bit disappointed because he can not say that I can not count on [sic] because his salary is awesome, to know that he has to know my salary".

"I don't know what will happen in the future, but he [Tapia] can't say Pep won't go because of the salary because for that he has to look at me and know everything". We analysed it, we knew he was expensive, but we did not think so much.
