The Baltimore police officer who was seen in cell phone video striking a man several times and knocking him down over steps on a sidewalk is no longer with the department, police said in a statement late Sunday.

A federal investigation previous year found Baltimore law enforcement has patterns of excessive use of force, racial profiling, and unconstitutional policing.

"It seems like this officer had just decided that Dashawn was going to be his punching bag", Brown said.

Staggering away as the officer rains blows on him, the man trips and falls across some concrete steps to a doorway.

Warren Brown, an attorney for the man who was knocked down, identified his client as Dashawn McGrier.

"The officer involved has been suspended while we investigate the totality of this incident", Interim Police Commissioner Gary Tuggle said, adding that he was "deeply disturbed" by the video.

Ben Jealous, the former head of the NAACP and current Democratic nominee for Maryland governor, condemned the officer's actions in a statement, saying the video "shows just how far community-police relations have fallen in Baltimore, as well as the work that must be done in partnership with city officials to restore trust".

"Officers have a responsibility and duty to control their emotions in the most stressful of situations", the interim police commissioner said. The city was placed under investigation following the death of Freddie Gray, who died after falling into a coma in a police van in 2015.

Days of peaceful protests devolved into riots, with assaults on police, looting, arson and the devastation of businesses. She said she has demanded answers and accountability for what happened Saturday.

Baltimore Mayor Catherine Pugh said in a tweet that the city is working hard to earn and maintain the trust of the public.
