Washington announced in January that it was imposing what it called safeguard tariffs over four years a 30 percent tariff in the first year which would be reduced gradually to 15 percent in the fourth year.

Both the safeguard and the subsidies "have seriously damaged China's trade interests", said the spokesperson, before adding: "We urge the USA to take concrete actions, respect the rules of the WTO, and abandon the wrong practices so that the relevant trade can be restored to normal track". The spokesperson also said that United States subsidies for its own domestic PV manufacturing were giving its industry an "unfair competitive advantage and damaged the legitimate rights and interests of China's renewable energy companies".
