Malcolm Turnbull feeling heat on plan to cut Australia's carbon emissions

They believe a leadership challenge may be just a matter of time if Prime Minister Malcolm Turnbull can not settle the climate dispute among his colleagues. The former prime minister will continue to destabilise until the crisis comes.

However, the Home Affairs Minister has continued to deny he would challenge for the leadership.

But Turnbull's explanation, which included a direct rebuke of Tony Abbott, sparked yet another confrontation with the former prime minister.

Mr Abbott can count on only a handful of supporters in the party room, but the chaos around the Government's energy policy is threatening to spill into a leadership challenge.

'I think Malcolm Turnbull is terminal and will be very surprised if he is still leader by the end of the year, ' another said. It would be electoral suicide to have him as leader'.

Mr Turnbull is expected to announce further changes to the plan later on Monday.

The prime minister said power companies would face default energy prices, as well as tough penalties for providers that failed to bring costs down.

The new poll shows a majority, 54% of a sample of 1,200 voters, support the national energy guarantee (Neg), with 22% opposed and 24% not having a position. The objective is to do this while lowering carbon emissions. The target of 26 per cent by 2030 aligns with the global Paris pact on climate change.

The Liberal and Nationals MPs who are against NEG and appear willing to cross the floor include Tony Abbott, Andrew Gee, Andrew Hastie, Barnaby Joyce, Craig Kelly, Kevin Andrews, George Christensen as well as Keith Pitt.
