Since Tuesday, forecasts have shifted the storm track towards the south and southwest after it reaches the coast, which could increase the storm's severity in coastal SC through Myrtle Beach and Charleston and even into parts of Georgia.

In the meantime, "treat the inland flooding just as seriously as you would the storm surge", said Clark.

More than 80,000 people were already without power as the storm began buffeting the coast, and more than 12,000 were in shelters. More trees will come down, more power lines will fall, and the number of power outages will go up, said Ken Graham, director of the National Hurricane Center. Heavy rains were forecast to extend into the Appalachian mountains, affecting parts of Alabama, Tennessee, Kentucky and West Virginia.

The Pentagon has dispatched two ships and a Marine unit offshore to provide help if needed.

Rescue helicopters and trucks that can navigate floodwaters are also standing by.

Although the storm is approaching the USA coastline as a Category 2 hurricane after weakening from a Category 4 storm, that doesn't mean the storm will be gentle.

Officials have warned that the life-threatening storm could come with maximum sustained wind speeds of 90mph and carries a risk of "catastrophic" flooding.

"It will be historic", Baker said of the rain from Florence.
