The effects of Hurricane Florence have already arrived on the East Coast of the USA, where massive floods have already begun and as much asthe National Hurricane Center forecasts 40 inches of rain and 11 feet of flooding from the storm surge.

Still, he said: "I feel like the dumbest human being who ever walked the face of the earth". Forecasters said that given the storm's size and sluggish track, it could cause epic damage akin to what the Houston area saw during Hurricane Harvey.

Hurricane Florence, weakened but still risky, has crashed into the Carolinas on Friday as a giant, slow-moving storm that stranded residents with floodwaters and swamped part of the town of New Bern at the beginning of what could be a days-long deluge. The Cajun Navy, a rescue team formed after Katrina, scoured the small town of New Bern for victims when overnight flooding sent residents to their attics and rooftops.

Rushing water can be seen gushing through streets reaching windows, trees are bending with the force of 90mph winds, and dark clouds are ominously hanging over affected areas.

All of the areas where calls for help have come were under mandatory evacuation orders beginning at 2 p.m. on Tuesday.

"Right now we have extreme flooding and storm surge".

In Jacksonville, North Carolina, next to Camp Lejeune, firefighters and police fought wind and rain as they went door-to-door to pull people out of the Triangle Motor Inn after the structure began to crumble and the roof started to collapse.

The surge is also likely along portions of the SC coast.

Once a Category 4 hurricane with winds of 225 km/h, the hurricane was downgraded to a Category 1 on Thursday night.

The storm has sustained wind speeds of 90 miles per hour, and a total of 40 inches of rain could fall over the next few days, according to the National Hurricane Center.

Authorities main concern with Florence is extremely heavy rainfall, rather than high winds.

More than 3,000 inmates at North Carolina prisons and juvenile detention centers were moved out of the storm's path.

Cooper said the hurricane was "wreaking havoc" on the coast and could wipe out entire communities as it makes its "violent grind across our state for days".

On social media, people caught in the storm are posting dramatic videos of flooding and high winds.

The National looks at the science behind Hurricane Florence and why it's being called a once-in-a-generation storm.

In Morehead City, an NWS Meteorologist captured dramatic footage of rain water sweeping through a parking lot.

An officer inspecting the Triangle Motor Inn found a "basketball-sized hole" in a corner room and firefighters said the building had suffered life-threatening structural damage.
