The agency started the 5-Star safety ratings program in 1993 and Tesla's Model X and Model S, which has been the subject of at least one NHTSA investigation, have both received the top rating in the past. Still, five-star ratings across the board from NHTSA is nothing to sneeze at.
The ratings provide information about crash protection and rollover safety of new vehicles. The only safety equipment mentioned by NHTSA that the Model 3 doesn't offer is dynamic head restraints.
The photo below showcases a Model 3 post side-testing, a test which "simulates an intersection collision between a standing vehicle and moving barrier at 38.5 mph" and takes account of how both the driver and rear passengers fare.
The Model 3 isn't just great to drive, it's safe as h*ck too, according to NHTSA. Back in 2013, the Tesla Model S performed so well during the NHTSA's testing, the vehicle ended up breaking the organization's crash-testing gear. During its tests, the Model 3 performed particularly well in the crash avoidance and mitigation category, thanks to the vehicle's Forward Collision Warning, its low-speed autobrake, and its high-speed autobrake systems. The Model 3 scored the highest possible marks in this test.

Tesla has been under fire for some of the safety systems used in its Model 3 and other cars, including its driver-assist Autopilot features that have been blamed for some crashes, some of them fatal. Model 3 is truly among the elite in this aspect.
This is not to say that the Model 3's safety ratings have flawless from the beginning. That became crystal-clear in May, when the automaker promptly responded to tests conducted by Consumer Reports. Consumer Reports later retested the Model 3, giving it a "Recommended" rating. In the case of the 2018 Model 3, you'll find one of the best scores for rollover resistance (6.6%) of any vehicle on sale in the U.S.
