  • Beijing denies it is systematically violating rights of Xinjiang’s Muslims

The revised law in the Xinjiang Uygur autonomous region, which takes immediate effect, comes amid rising global attention on the secretive camps, in which up to 1 million ethnic Uygurs and other Muslims are reported to have been detained and subjected to enforced political re-education.

Beijing denies that the centers serve as internment camps but has admitted that even petty criminals have been sent to such centers.

"Governments above the county level can set up ... vocational training centres, to educate and transform people who have been influenced by extremism", the clause said.
"It's a new form of re-education that's unprecedented and doesn't really have a legal basis, and I see them scrambling to try to create a legal basis for this policy".

In Xinjiang, a western province home to Uighurs - a Turkic-speaking and primarily Muslim minority - that has meant many restrictions on daily life and reports of hundreds of thousands forced into internment camps. Communist party officials in Urumqi, the capital of Xinjiang, are calling on government officers to strengthen the "ideological struggle" and fight "halalification", or the "pan-halal tendency", according to a notice posted on the city's official account on messaging app WeChat.

The official Global Times said on Wednesday that the "demand that things be halal which can not really be halal" were fuelling hostility towards religion and allowing Islam to penetrate secular life.

Uighurs and other Muslim minorities are subject to strict regulations banning beards and burqas, and many have been detained in re-education camps for offences as minor as making contact with family members outside the country or sharing Islamic holiday greetings on social media, a United Nations report said in August.

China launched its "Strike Hard" campaign targeting separatism in Xinjiang in 2014 following deadly violence in the region.
