  • Malaysia's government says it will abolish the death penalty and halt all executions in a rare move against capital punishment in Asia hailed by human rights groups

"Full stop. Since we are abolishing the sentence, all executions should not be carried out", he said.

The Minister in the Prime Minister's Department, who is the de facto law minister, said the only issue was what to do with the convicts now on death row.

"We are studying certain issues. we need to look into it and hear the views of all, but as it stands today, the decision is to abolish the death penalty", he told the media after the "Law Reform Talk" at Universiti Malaya here, today.

19 prisoners are now on death row but due to lack of infrastructure and capacity, PNG is still not ready to implement capital punishment.

"The death penalty is abhorrent, and we must try and save our countrymen and women from judicial murder overseas".

Prior to this, Liew also said that the government is looking to repeal the Sedition Act 1948 and other "draconian laws".

The moratorium on the death penalty affects, among others, two women accused of assassinating the estranged half-brother of North Korean leader Kim Jong Il a year ago.

A Malaysian court past year ruled the case could proceed against Indonesian national Siti Aisyah and Doan Thi Huong of Vietnam after Kim Jong Nam's murder at Kuala Lumpur Airport.

There are no jury trials in Malaysia for capital punishment.

The PNG Government reactivated the use of capital punishment in 2013 after a spate of violent killings drew worldwide attention.

Between 2007 and 2017, 35 individuals faced the gallows.

A total of 1,267 prisoners are on death row, making up 2.7 per cent of the 60,000-strong prison population.

Liew, adds that different consideration must also be given convicts who for example committed less serious offences such as being used as drug mule.

"The death penalty is barbarous, and unimaginably cruel", N. Surendran, an advisor with the Lawyers for Liberty rights group said in a statement.

Amnesty International reported in March that 799 people on death row were convicted of drug trafficking, including 416 foreign nationals.

The UN envoy noted the majority of executions today are carried out in China, Pakistan, Iraq, Iran and Saudi Arabia.
