The ABC has confirmed one recommendation would force religious schools that discriminate against students to be open and up-front about their rules and beliefs.

He believes religious schools should be able to discriminate against students and staff based on sexuality, saying it's not controversial.

The Coalition set up the review after last year's same-sex marriage debate, in what was seen as a bid to placate opponents who were concerned it would restrict the ability of individuals to practice their religions.

Wentworth has a large gay community, as well as a significant number of Jewish voters.

The review said any amendments would only apply to new students, and that schools should still make chldrens" welfare the "primary consideration of its conduct'.

"The Government should be protecting kids in schools, not allowing them to be turned away for be gay or trans".

"There is a wide variety of religious schools in Australia and ... to some school communities, cultivating an environment and ethos which conforms to their religious beliefs is of paramount importance", the report is said to note.

The report however argues that existing teachers should not be fired if they enter a same-sex relationship or marriage, and school must have clear publicly available policies.

In a statement on Wednesday morning, Prime Minister Scott Morrison said: 'Our government will consider the details and release our response after it has gone through a proper cabinet process.

Debate has erupted over a school's right to discriminate after sections of a Commonwealth review into religious protections were leaked to the media.

Gay teachers and students are under threat from a proposed law change.

"It's hard to comment without seeing the report, but our general proposition is Labour doesn't expand discrimination opportunities", Ms Plibersek said.

"We remain deeply concerned that under a Morrison government this bill will be drafted without regard to the interests of LGBTIQ people and other minorities who now bear the brunt of religious discrimination", she said.

According to Fairfax, the panel rejected the idea put forward by Australian conservatives that religious freedom was in "imminent peril".

"I don't think it's controversial in Australia that people expect religious schools to teach the practice of their faith and their religion", he told Sky News.

It also did not accept that businesses should be allowed to refuse services on religious grounds, warning that this could "encroach on other human rights".
