Much of the state has at least a 33 percent chance of a warmer than normal season, with areas nearer the northwest corner of Kansas having at least a 40 percent chance of a warmer season, NOAA's Climate Prediction Center said in a news release.

The winter outlook from NOAA calls for a wetter than normal season in the far southwest corner of the state.

Winter weather expert Judah Cohen, of the private company Atmospheric and Environmental Research, uses different indicators to predict winter for the National Science Foundation.

California is likely to see hotter-than-average winter temperatures, while parts of Southern California could also get greater precipitation, according to NOAA.

On its temperature forecast map, the Carolinas and much of the southeast and Mid-Atlantic are all colored white, while the rest of the country is cast in reds and oranges, since those areas are expected to be warmer.

In fact, Halper said, nowhere in the expected to be colder than normal; continuing a national trend over the past several years. Northern Florida and southern Georgia have the greatest odds for above-average precipitation this winter. The real teeth-chattering arrives mid-February especially in the following zones: "Northeast/New England, Great Lakes, Ohio Valley, Midwest, and Southeast (yes, even the Southeast will be in the chill zone!)".

- Warmer-than-normal conditions are anticipated across much of the northern and western US, with the greatest likelihood in Alaska and from the Pacific Northwest to the Northern Plains.

-Clearly this outlook doesn't provide any insane information for the Ohio River Valley / Kentuckiana. Here are five things we can expect this winter based on the new report! On average, we typically see about a foot of snow. Look for that in a few weeks to come. They will provide you with estimated snowfall totals for the winter in Eastern Kentucky. "Even during a warmer-than-average winter, periods of cold temperatures and snowfall are still likely to occur", the agency stated.

"Snow forecasts are generally not predictable more than a week in advance".

-At this point of the year, we should be starting to think about winter and preparing for some cold and snowy days!
