The partial US government shutdown reached its 17th day Monday with President Donald Trump retaining his demand for money to build a border wall and House Democrats preparing votes on new bills aimed at opening shuttered agencies.
US President Donald Trump on Sunday pledged not to bend in his demand for a wall along the southern border with Mexico but said the barrier could be made of steel instead of concrete as a potential compromise with Democrats who refuse to fund the project.
Mr Trump was "willing to take the concrete wall off the table", Mr Mulvaney told NBC.
On Sunday, Trump appeared confident he would get his way in a Tweet.
The president has previously suggested his definition of "wall" is flexible, but Democrats view the whole idea as immoral and ineffective, and prefer other forms of border security. According to a Friday article by elections analyst Nathaniel Rakich from statistical website FiveThirtyEight, early poll numbers showed Americans overwhelmingly blaming Trump for the government shutdown.

In an interview on NBC, Republican Senator Susan Collins of ME called the debate about whether the barrier should be constructed out of concrete or steel "bizarre", and said she was frustrated that both sides "appear to be intransigent".
Vice-President Mike Pence was leading a second round of talks with congressional aides about the issue on Sunday (local time).
Republican Senator Richard Shelby of Alabama said on Fox News that Trump has some "inherent powers" to bypass Congress, but that border funding must be done the right way, via legislation.

"We have a five-month-old son so we have about a month left before we're going to have to start having those hard conversations about what to do next", he said.
Mulvaney said he had concluded that Democrats "think they are winning this battle politically and they're vehement because they think the president is paying a price politically".
Democrats have already threatened a legal fight if Trump tries to declare a national emergency.
Many workers, but by no means all, are likely to get back pay when the shutdown is resolved.
"I may declare a national emergency dependent on what's going to happen over the next few days", Trump told reporters Sunday before departing to the Camp David presidential retreat in Maryland for what he termed "meetings on Border Security and many other topics" with senior White House staff. "But many of those people that won't be receiving a paycheck, many of those people agree 100 percent with what I'm doing", Mr. Trump said.
He said he planned to call the heads of American steel companies in hopes of coming up with a new design for the barrier he contends must be built along the southern border.
