NYC mayor: We'll be first USA city to mandate paid vacation

A new report published by USA Today Wednesday reveals almost "half" of NYC Mayor Bill de Blasio's new healthcare program would go towards treating "undocumented immigrants" living throughout the Big Apple.
His theme was Fairest Big City, and by fair, the mayor meant fair for the lower 99 percent. "It's just in the wrong hands".
"If you work hard and you don't get a break that's not fair", said the Democratic mayor, who said more than 500,000 full-time and part-time workers in the city now have no paid vacation days or personal days. "It's the right thing to do", he declared.
Those proposals, along with those for universal health care and guaranteed paid leave are still only that - proposals. But the services won't be free for everyone, the paper reported: Fees will be assessed on a sliding scale, depending on income. The program, which is now in six districts, will be expanded to Washington Heights, the South Bronx, East New York, Staten Island, Bushwick and Soundview, serving 20,000 more children in the next school year.
The mayor is also changing the name and mandate of the Department of Consumer Affairs, which will expand to become the Department of Consumer and Worker Protection.
Almost half of the New York City workforce, or about 2 million workers, do not have employee-sponsored retirement plans, the mayor said at this State of the City. "No other city or state provides these comprehensive services to all residents", she added. This office will spearhead the city's anti-harassment initiatives program and "root out the worst landlord abuse".
But de Blasio said about 600,000 New Yorkers, including many Caribbean immigrants, remain without insurance, "because they do not or can not enrol".
The mayor's team said it would advance legislation in the City Council to expand the transfer program and permit officials to take control of "upwards of 40 of the most distressed multi-unit buildings" each year.
De Blasio said his programs would increase happiness in the city. "It's what this nation was founded for". As the New YorkPost reported, the bill was introduced by Council Member Ben Kallos, who represents parts of Manhattan, but also now chairs the Council's Land Use Subcommittee on Planning Dispositions and Concessions, which has oversight over the sale or lease of city-owned land to developers.
"It's been encouraging to see the mayor put his support behind a number of progressive plans to address the state of our city".
"By forcing developers and HPD to disclose relationships, I am confident we will get more bang for every dollar given as a subsidy", Kallos, told the New YorkPost, referring to the city's Department of Housing Preservation and Development, which often enters into deals with developers to subsidize the development of rent-regulated housing on city-owned or privately-owned land. Councilman Williams introduced a similar measure in 2014, but all prior attempts to pass paid personal time legislation have been unsuccessful.
Some critics called the mayor's proposal costly for businesses.
The plan won an endorsement from the Real Estate Board of NY, whose membership does not tend to include property owners on the "worst landlords" list. Currently, the following districts have 3K: District 4 (East Harlem), District 5 (Harlem), District 7 (South Bronx), District 16 (Bedford-Stuyvesant), District 23 (Brownsville), District 27 (Broad Channel, Howard Beach, Ozone Park, Rockaways).
