Turkey's president has visited the scene of an apartment building collapse in Istanbul as the death toll increased to 17.

President Recep Tayyip Erdoğan visited the site of the collapsed building in Istanbul on February 9.

As the overall death toll rose to 18, Turkish President Recep Tayyip Erdogan said there were "many lessons to learn" from the tragedy.

The building in Istanbul's mostly-residential Kartal district collapsed on Wednesday.

"We have a great number of lessons to learn from this", the president told reporters. "We will take the necessary measures". Suleyman Soylu said early Saturday that another body had been found in the rubble.

"Those who are responsible will be held to account", Soylu said.

Rescue workers remain at the site and it is unclear how many more people are missing.

There were 14 apartments and a total of 43 residents in the building, which was originally built 27 years ago.

Officials have said the top two floors of the building were built illegally using low quality construction materials. They have criticized a government decision to grant amnesty for illegal construction previous year ahead of the country's general election.

Engineers and architects regularly sound the alarm against illegal additional storeys to buildings which they say weaken the constructions' structure and puts them at greater risk in the event of an natural disaster. In January 2017, two people died when another building collapsed in a working-class part of the city.
