United Kingdom plans to make plastic packaging producers pay for waste disposal

The proposals could also see free collections of garden waste reintroduced, something which many councils now charge for, with grass, plant and hedge clippings collected at least fortnightly in bins or sacks.

Councils in England will be obliged to provide weekly pick-ups of food waste and free bins for green waste collection, according to reports in a number of Sunday papers.

Many local authorities - including South Tyneside - have reduced the collection to fortnightly, with non-recycleable household waste (grey bin) collected one week, and recycleable waste (blue bin) the next. "We are committed to cementing our place as a world leader in resource efficiency, so we can be the first generation to leave our environment in a better state than we inherited it".

Samantha Harding, litter programme director at CPRE, said: "By introducing a deposit system that accepts and collects every single can and bottle, Michael Gove has a golden opportunity to end growing scepticism around current recycling methods by boosting recycling rates of drinks cans and bottles to near perfection".

Funding would be provided to councils to bring in the changes under the plans, with packaging producers set to pay the full cost of dealing with their waste, the Government said.

Garden waste is also every two weeks, between April and November.

Under an Extended Producer Responsibility (EPR) system, the industry will pay higher fees if its packaging is harder to reuse or recycle. Currently, it is often cheaper to use new, non-recycled plastics despite their detrimental environmental impact.

Details of a deposit return scheme for empty bottles and cans are now being finalised in Scotland, where reverse vending machines have been installed at various shops this month for a trial offering 10p for every item.

Philip Hammond, the Chancellor of the Exchequer, said: "Plastic packaging makes up two-thirds of all the plastic waste that pollutes this country and wreaks havoc on our environment".

Household waste recycling rates in England rose from about 11% after the turn of the millennium to about 45%, but the rates have plateaued since 2013.

Mr Gove will also consider a deposit-return scheme on jars and bottles, and a plastic tax on any packaging not made from 30 per cent recycled material.
