The 66-year-old Briton, who had been at the helm since 1997 and was a pivotal figure in the sport, suffered a pulmonary embolism, or blood clot, as he prepared for Sunday's Australian Grand Prix in Melbourne.

FIA president Jean Todt says an overall proposal is due to be discussed during a meeting in just over 10 days, and says it has taken time to the many different aspects that need addressing.

At the 2016 Mexican Grand Prix Sebastian Vettel made a hasty apology, and received an FIA warning, after launching an expletive-filled tirade at Whiting over the airwaves after being impeded by Max Verstappen.

'I've known Charlie since I started in 2007. what he did for the sport, his commitment, he really was an iconic figure.' Members of the FIA were also seen wearing black armbands in the paddock to commemorate the passing of Whiting on Thursday.

"Formula 1 has lost a faithful friend and a charismatic ambassador in Charlie", said Todt.

Over the last two decades, Whiting essentially became the sport's chief referee, analysing incidents, detecting wrongdoing and taking a lead in promoting safety within the sport.

Toto Wolff described Whiting as a "guardian of the sport's best interests".

"I spoke to him yesterday and walked the track for the first couple of corners together with him", Vettel told a news conference that had been scheduled to officially open the first F1 racing weekend of the season.

Closer to home, Colin Syn, deputy chairman of the Singapore Grand Prix, also paid his tributes.

He said: "It was a total shock when we received the news".

"We should be ready with the global package", he continued, "and you know that the global package is on one side, the commercial side, the financial side, which is the responsibility of Formula 1".

"He truly understood the importance and challenges of night racing and was incredibly supportive in getting the event off the ground. All our thoughts, the whole family of Formula One, are with him".
