The proposal doesn't change the number of people who obtain permanent residency on an annual basis.

The proposal also features a "Build America Visa" to attract highly skilled people, which will utilize a "points-based selection system", Trump announced. "You'll get more points for having a valuable skill, an offer of employment, an advanced education or a plan to create jobs".

"Are they saying most of the people who have ever come to the United States in the history of our country are without merit, because they don't have an engineering degree?" Besides, under the proposed reforms, immigrants will be required to learn English and pass a civics exam prior to admission.

"The White House has repackaged the worst of its past failed immigration plans: greenlighting the Administration's barbaric family detention policies, reviving the president's ineffective and wasteful wall, completely abandoning our patriotic and determined Dreamers, and gutting our asylum and refugee protections, which the evangelical community has called the 'crown jewel of American humanitarianism, '" said Speaker Pelosi in a statement.

"We cherish the open door that we want to create for our country".

The proposal is calibrated to have a chance of passage in the House, where Democrats have obstructed every one of Trump's immigration reforms. Trump said his plan stops illegal immigration and fully secures the border.

"But wouldn't it be nice to do it sooner than that?"

Democratic leadership called the plan "dead-on-arrival".

"It's saying that they are looking to cut back on the Green card for family reunification".

Republicans say they will try to move a package of measures through Congress to address a surge of mostly Central American families fleeing violence and poverty in their home countries and turning themselves in at the US southern border. "They don't have a job or any training to do in this country", he continued.

President Donald Trump has unveiled a sweeping proposal to overhaul legal immigration to make the U.S. "envy of the world", but basically admitted it amounts to a Republican campaign platform for 2020. "I hope that they will end up joining me and all of the people gathered together today in putting politics aside, putting security and wages first, and pursuing these historic reforms".

In a Rose Garden speech attended by Republican lawmakers and members of his Cabinet, Trump insisted Thursday that his administration wants immigrants to come to the United States. "Only 12 per cent of legal immigrants are selected based on skill or based on merit". The new proposal aims to increase the skill-and-merit ratio to between 57 and 60 percent. This will increase the diversity of immigration flows into our country. In his speech, Trump said that spouses and children would be given priority, suggesting that parents and siblings of US residents would no longer be eligible for legal immigration under the new proposal.

Every year, the U.S. issues almost 1.1 million green cards which give foreign nationals life-time permission to live and work in the States. Permanent residents have a five-year path to citizenship.

When Kushner briefed Senate Republicans on the plan, participants said they were "underwhelmed".

"It's time to restore our national unity and reaffirm our national goal". It is time to rebuild our country for all Americans. "Through these steps, we will deliver an immigration system that respects, and even strengthens, our culture, our traditions, and our values", Trump said.

Democrats and some Republicans tried crafting a compromise with Trump a year ago that would have helped young Dreamer immigrants and added money for border security. The measures include tougher vetting of asylum claims, and a comprehensive border security package, which includes funding based on fees collected at ports of entry and fixes to the legal framework that now encourages illegal aliens to flood across the border.

"The fact is, our economy needs both", he said.

"Trump's proposal has no chance of becoming law in this Congress", said Doug Rand, who worked on immigration policy at the White House during Barack Obama's presidency and is the co-founder of Boundless Immigration, a company provides help with navigating the system.

Forbes also observed that as far as businesses are concerned, a key problem with a point-based system is if it doesn't work out for them or has large unintended consequences, then it will be nearly impossible to fix.
