White House senior advisor Jared Kushner has presented a USA plan for the Israeli-Palestinian conflict settlement at a two-day Bahrain conference last week. Only Lebanon and Kuwait heeded the call to boycott.

"And I also think that the refugees, the Palestinian refugees who are in Lebanon, who are denied a lot of rights and who, you know, don't have the best conditions right now would also like to see a situation where there is a pathway for them to have more rights and to live a better life". Some 75 per cent of Palestinians want the PA to reject the deal, the Jerusalem Post reported.

The plan included no direct suggestions on how Israeli-Palestinian dialogue could be relaunched.

"The door is always open for the Palestinian leadership".

The proposed economic development plan aims to raise $50 billion for the Palestinian economy and offers "an ambitious, achievable vision and framework for a prosperous future for the Palestinian people and the region", Axios reported.

"President Trump is very fond of President Abbas", Kushner, who is Trump's son-in-law, said.

Kushner told reporters that the U.S. was willing to engage with Palestinian President Mahmoud Abbas but hinted a new peace plan might call on Palestinian refugees to settle where they are.

Kushner focused his criticism on those surrounding the Palestinian leader rather than on President Mahmoud Abbas himself.

Whether the hundreds of thousands of refugees from the 1948 war of Israel's founding, who with their descendants now number around 5 million, would exercise a right of return has been among the thorniest issues in decades of hard diplomacy.

Ishtaye reiterated the PA position which only accepts an end to the Israeli occupation and the establishment of an independent Palestinian state with East Jerusalem as its capital and the right of return for the refugees.

The Palestinians accuse the Trump administration of trying to use money to force pro-Israel solutions and are suspicious of Kushner, a family friend of Prime Minister Benjamin Netanyahu.

"At some point there will be negotiations on the political issues, and when that happens, I think it will give a lot more comfort for these negotiations for people to see that there is a defined, locked-and-loaded economic plan for what could occur after a political breakthrough is reached", Kushner said.

Palestinian President Mahmoud Abbas on Thursday said the United States' so-called "deal of the century" for a political settlement between Israel and Palestine will just fail like the Washington-led "Peace to Prosperity" meeting that took place last week in Bahrain.
