In a statement, the USA agency said the decision came after an investigation into government subsidies assisting companies that export fabricated structural steel from Mexico, China and Canada.

Mexico said in a statement that a U.S. countervailing duty investigation of Mexican fabricated structural steel was an "ordinary" anti-dumping probe with no relation to earlier tariff threats by U.S. President Donald Trump. They also said affected businesses would be working with the Mexican government to reverse Commerce's preliminary decision.

North America's Deputy Minister of Foreign Affairs commented on this move by saying he would not call into question the ratification of the USMCA tripartite trade agreement and that the measures are targeting a number of private companies, and not to the steel industry on its side as a whole.

The Commerce Department found that imported fabricated structural steel benefited from subsidies in China, Mexico and Canada, but in the case of Canada the subsidies were negligible, so no retaliatory duties were imposed.

Constructed structural steel is used in large construction projects, such as bridges, buildings, parking lots and ports.

Mexico's president responded Tuesday morning to ongoing US -imposed tomato tariffs and recently announced tariffs on Mexican steel exports.

Commerce is now scheduled to announce its final CVD determinations on or about November 19, 2019.
