China issues white-paper on counter-terrorism

According to a text issued by the Information Office of the Council of State (CABINET), Xinjiang has long integrated the Chinese nation and has never been called "East Turkestan".

The 6,800-word document, released in full by state news agency Xinhua, said that Xinjiang "respects citizens' freedom to believe in, or not to believe in, any religion".

Xinjiang has multiple religions, including Islam, Buddhism, Taoism, Protestantism, Catholicism, and the Eastern Orthodox Church.

It also said Islam was not the indigenous or sole belief system of the Uighurs but was imposed by the expansion of the Arab Empire, and that "theocracy" and "religious supremacism" were a betrayal that needed to be opposed.

China is officially an atheist country, although around 18% of the country's citizens identify as Buddhist, 5% Christians and under 2% Muslim, according to the CIA Factbook.

The paper said "hostile forces in and outside China, especially separatists, religious extremists and terrorists, have tried to split China and break it apart by distorting history and facts".

The letter was published on Friday on Tianshannet, the only major news website in Xinjiang in six languages including Chinese, Russian, Uygur, English, Kazakh and Turkish.

"Xinjiang always upholds equality for all religions, showing neither favouritism towards nor discrimination against any religion and allowing no religion to be superior to any other religion", said the white paper.

Uyghurs have likened China's campaign against their people to a form of "cultural genocide", with former camp detainees describing forced lessons in Communist Party propaganda and region-wide bans on Uyghur culture and traditions.

Islamism has taken root in Chinese culture and has developed in a healthy way in the country, the document says. And, reports suggest that dozens of mosques have been destroyed in China's crackdown.

"... To address the problem at its source, vocational education and training centers have been established in accordance with the law to educate and rehabilitate law-breakers and those who have committed minor crimes, so as to eliminate the influence of terrorism and extremism on them and nip terrorist activities in the bud", it wrote. "The Uighur ethnic group came into being through a long process of migration and integration", it said, adding that it is part of the Chinese nation.

This kind of criticism betrays the basic conscience and justice of humanity, and will be repudiated by all genuine champions of justice and progress, it said.
