President Donald Trump's administration has already sent a bill to Congress aimed at establishing a sixth military branch equal in rank to the Army, Navy and Marines during the 2020 fiscal year, starting in October.

Joseph Maguire, acting director of national intelligence, said during the council's meeting that the NRO will execute such operations "based on a jointly developed playbook and informed by a series of exercises and war games".

"This initiative is going to have a positive impact on our ability to grow the people and capabilities that we're going to need in the future".

The Pentagon will stand up a new combatant command before the end of the month, with the official launch of U.S. Space Command set for August 29. "We understand it. And we're moving out".

Pence said setting up the command still needs congressional funding and authority, but he said he expects that to happen soon.
