The Alcohol and Gaming Commission of Ontario (AGCO) have announced the lottery victor for a licence to operate a retail cannabis store in Kenora. However, a few of the winners are notable.

Among the lottery winners was Kyriakos G. Anastasiadis, who wants to put a cannabis retail store at 545 Ouellette Ave.in Windsor. "Based on experiences in other municipalities this will be a very busy location in terms of traffic and some of the unwanted activities that other municipalities have seen around their stores". The partnership was supported by a $1.3 million minority investment in Huge Shops by licensed producer FSD Pharma.

Another set of Kitchener and Guelph applicants also earned spots on the wait list.

It is anticipated that stores will start opening in October. The 104 Harbord St. location was most recently raided in late July, roughly two weeks before expressions of interest for the second round of license applications opened. The numbered corporation the application was made under has Robert Heydon listed as the principal, with its address listed as being located at a private residence in Hamilton.

The North Bay lottery victor is Lorne J. Fine, a Toronto divorce lawyer, and the proposed store location is the Nipissing Plaza, 390 Lakeshore Drive, Suite 3.

Applicants are encouraged by the AGCO to get their stores up and running by October, but unlike the last round, no penalty will be imposed if winners exceed that October deadline.

The province will then do a full eligibility and licensing review. By contrast, Alberta has issued close to 200 permits to open stores in the province, with at least 50 of those stores up and running.

While the rules of lottery state the applicant must operate their cannabis retail store at the same address as provided on their application, there is a provision that the applicant can submit a request to the AGCO registrar to operate a cannabis retail store at a different address in the same region.
