Labour's Harriet Harman to run for Commons Speaker

  • Tearful House of Commons Speaker John Bercow to stand down amid Brexit chaos

A member of parliament since 1997, he has been speaker since June 2009 and has often been a thorn in the government's side.

A group of MPs held a brief protest during the prorogation ceremony in the Houses of Parliament.

From the SNP benches, members sang the traditional Scots song, written by Rabbie Burns in 1793, while Welsh MPs joined together to sing Bread of Heaven.

"Throughout my time as speaker, I have sought to increase the relative authority of this legislature - for which I will make absolutely no apology to anyone, anywhere at any time", he said in the House.

He added, "It's one of the longest for decades and it represents an act of executive fiat".

Yesterday he announced he will finally stand down on October 31 - more than a year later than he promised he would.

"This is a wonderful place filled overwhelmingly by people who are motivated by their notion of the national interest, by their perception of the public good, and by their duty, not as delegates, but as representatives to do what they believe is right for our country".

Conservative MP Andrew Stephenson shouted at the speaker and left the chamber. "He's not a tall man, but he has this enormous voice that projects at all the MPs and the whole of the rest of the world finds this quite transfixing I think". "Get out man, you will not be missed".

The prorogation ceremony began in a bad-tempered manner with some MPs shouting "no" when Black Rod Sarah Clarke, the senior House of Lords officer tasked with leading the ceremony, asked MPs to visit the Lords.

A sing-off followed with Labour MPs singing Jerusalem while the SNP sang Flower of Scotland.

Reading out the Queen's Address, Lady Evans said: "My Lords, and members of the House of Commons, we are commanded to deliver to you Her Majesty's speech in Her Majesty's own words".

A day earlier, Johnson's business minister, Andrea Leadsom, had called Bercow's decision to give lawmakers a chance to pass legislation against the wishes of the government a "flagrant abuse" of parliamentary process.

When the Speaker returned back to the Commons he said, "I feel much more at home here".

But Boris Johnson is planning to exact revenge on Mr Bercow for his "bias" over Brexit by denying him a seat in the Lords.

He then invited MPs to shake his hand once prorogation had been confirmed.
