Le calendrier: il s'agissait de répondre au procès en immobilisme instruit notamment par les oppositions, qui soupçonnaient l'exécutif de vouloir temporiser après déjà 18 mois de consultations et un rapport remis mi-juillet par le haut-commissaire Jean-Paul Delevoye.

Le Premier ministre, Edouard Philippe, a promis jeudi de "prendre le temps" pour élaborer le régime universel des retraites souhaité par Emmanuel Macron et prévu son adoption d'ici la fin de la session parlementaire de l'été 2020.

Le chef de l'Etat lancera "avant la fin du mois de septembre" un cycle de "consultations citoyennes" qui "se termineront à la fin de l'année", via notamment une "plateforme numérique", a annoncé M. Philippe.

En parallèle, des concertations avec les partenaires sociaux "vont commencer dès la semaine prochaine" et "dureront jusqu'au début du mois de décembre".

Mais dans cet intervalle, l'exécutif veut multiplier les discussions car " la réforme n'est pas écrite ", a-t-il insisté. Ces discussions porteront sur quatre thèmes, dont les "conditions d'ouverture des droits", en particulier "l'importante question de l'âge (de départ) et de la durée (de cotisation), et le pilotage financier du système" pour le ramener à l'équilibre d'ici 2025, date d'entrée en vigueur du nouveau système.

"Son homologue de la CFDT, Frédéric Sève, estime également que le calendrier est " peut-être " tenable".

"Nous avons un calendrier très clair, la loi sera votée avant la fin juillet 2020", a-t-il déclaré lors d'un colloque à l'Université catholique de Lille.

Idem pour les inquiétudes " légitimes", selon lui, entourant la définition de la valeur du point, qui conditionnera le montant des pensions, et dont la gouvernance pourrait être partagée avec les partenaires sociaux.

Le Premier ministre a aussi répété que les dimensions de pénibilité et de danger seraient intégrées, qu'une mission était engagée sur le maintien des seniors dans l'emploi, que des "solutions existent " pour prévenir les effets de seuil pour certaines catégories professionnelles comme les enseignants et les aides-soignants... A la veille d'une journée de blocage massif dans les transports parisiens, le Premier ministre a, sur TF1, tenté de faire oeuvre de pédagogie sur le nouveau système universel qui remplacerait, à terme, les 42 régimes actuels (voir la vidéo ci dessus, l'intégralité de l'interview du Premier ministre). Force ouvrière et la CGT ont respectivement appelé à manifester le 21 et 24 septembre.
