Microsoft Corp said on Thursday it had been granted a licence from the United States government to export software to Huawei Technologies Co Ltd.
A bipartisan group of senators requested that US President Donald Trump suspend the approval of licences. The Commerce Department action was announced Wednesday.
The Commerce Department said the licenses are limited to specific activities that don't pose a significant risk to national security. "National security experts widely agree that Chinese companies cooperate heavily with the Chinese Communist Party, and the Chinese government is thought to exercise considerable influence over Huawei, in particular".
In an official email statement by a Microsoft spokesperson, he said that the license has been approved on 20 November 2019.
The United States banned USA tech sales to Huawei in May after calling it a security threat, saying the Chinese government could tap into Huawei telecom network gear installed overseas to spy on the West or disrupt infrastructure. Huawei has repeatedly denied the accusation that it's doing the bidding of China. Schumer and Cotton recently have raised other concerns about China.
The letter, which was signed by Senate Democratic Leader Chuck Schumer and Republican Senator Tom Cotton and provided to Reuters, demands congressional leaders "be notified prior to the issuance of any licenses to USA firms to sell components to Huawei and its affiliates".

Earlier this week, the US Department of Commerce confirmed that it had begun licensing some companies to sell goods to Huawei. That likely includes chips and other parts used in Huawei cellphones or laptops.
With this, Microsoft was able to export mass-market software to Huawei, most presumably their Matebook series to use their Microsoft software and programs.
The Commerce Department approved roughly one-quarter of the almost 300 license applications it received, and is notifying companies of its intent to deny another one-quarter of those applications, according to the industry official.
Huawei has declined to comment. Others have questioned the real motivations for the move, suggesting it is part of the trade war between USA and China.
"These are not extensions that make life easy for them, these are general license extensions that gave them very limited ability to service agreements that were in place before May when we put them on the list", he said.
