The US will take action on greenhouse gases and engage with other countries on the climate emergency despite Donald Trump's rejection of worldwide cooperation, a delegation from the US Congress has told the United Nations climate conference in Madrid.

The event, which has gathered around 30,000 participants, will run through 13 December. Ursula von der Leyen, the new president of the European Commission, joined the event on Monday, saying that "if we work together, we will go faster and we will be as ambitious as possible in the COP negotiations".

She is due to arrive a few days after the start of the conference and is expected to make a speech. She later continued to do this every Friday.

"It's about applying pressure to those governments who don't think climate change is worth taking seriously".

U.S. House of Representatives Speaker Nancy Pelosi took her duel with Donald Trump to a climate summit on Monday, pledging that Congress would urgently tackle global warming despite the president's opposition to an worldwide pact.

The Paris process faces a moment of truth next year when governments are due to unveil more ambitious proposals to cut the production of planet-warming gases in time to stop the climate careering past risky tipping points.

Countries agreed in Paris four years ago to limit global warming to well below two degrees Celsius (3.6 Fahrenheit), ideally 1.5C (2.7F) by the end of the century compared with pre-industrial times. The adoption of such system would either move forward the Paris climate accord implementation or jeopardise the achievement of its goals in case of a weak deal. Ahead of the summit's opening, scientists released a number of reports warning that only drastic and unprecedented reductions in greenhouse gas emissions could avoid the most catastrophic impacts of climate change. Delegates from nearly 200 countries have begun a two-week worldwide climate conference in Madrid that seeks to step-up efforts to stop global warming.

According to Reuters, Castor now says the committee will soon put forward recommendations for a comprehensive climate change bill to "bring USA emissions to net zero by 2050". Spain will now play host to 12 days of talks addressing the biggest issue challenging the world today: climate change, and our dwindling window to take meaningful steps to stave off its worst effects. Over 5,000 law enforcement officers are on duty to ensure security.

The Climate Change Conference is held annually within the framework of the UNFCCC. The 197 countries which have ratified the United Nations convention on climate change are called the Parties to the Convention.

It aims to raise overall ambition by completing several key aspects with respect to the full operationalization of the Paris Climate Change Agreement.

As part of the annual conference, the countries' representatives participate in the Conference of the Parties.
