The House impeachment report on U.S. President Donald Trump will be unveiled Monday behind closed doors for key lawmakers as Democrats push ahead with the inquiry despite the White House's declaration it will not participate in the first judiciary committeehearing.
"We can not fairly be expected to participate in a hearing while the witnesses are yet to be named and while it remains unclear whether the Judiciary Committee will afford the president a fair process through additional hearings", Cipollone wrote to Judiciary Committee Chairman Jerrold Nadler of NY.
"For them to hold hearings back here in Washington to distract America's president from his important mission overseas.it's very unfortunate", said Pompeo, as the House Judiciary Committee gets ready to start its public hearings on Wednesday.
The letter, which has been published by Politico, accused the House committee of a "complete lack of due process and fundamental fairness" in the inquiry. Now he is refusing a hearing in House Judiciary.
Mr. Collins said Mr. Trump's actions can be explained. Although it is not yet known who the witnesses will be, the hearing is expected to feature experts who will speak about the process of impeachment, rather than "fact witnesses" with knowledge of the Ukraine controversy.
Further, Democrats assertions that Trump was asking Zelensky to investigate political rival Biden, are disputed by Republicans.
Mr Nadler also set a second deadline on Friday for Mr Trump to say whether he or his legal counsel would take part in further proceedings expected next week to examine evidence against him.
For his part, Trump echoed that sentiment, telling reporters on Monday that the North Atlantic Treaty Organisation trip is "one of the most important journeys we make as president" and the summit date was established a year ago. The president has denied any wrongdoing and has called the inquiry a "witch hunt".
They have alleged that Trump tied a White House meeting and military aid for Ukraine to pressure the country's president, Volodymyr Zelensky, to probe former Vice President Joe Biden, one of the frontrunners for the Democratic presidential nomination, and his son, Hunter Biden.
On Tuesday, the latest transcript of inquiry evidence was released, detailing testimony by senior budget official Mark Sandy. Trump's lawyers declined the invitation from Judiciary Chairman Jerrold Nadler to testify.
Judiciary Committee Chairman Jerry Nadler announced last week that the panel would hold its first hearing on Trump's impeachment this Wednesday. "[Ron] Johnson there was no precondition", Mr. Collins said. "He can take this opportunity to be represented in the impeachment hearings, or he can stop complaining about the process".
"I hope that he chooses to participate in the inquiry, directly or through counsel, as other presidents have done before him".
In his letter to the president, Mr Nadler said the hearing would be an opportunity to discuss the historical and constitutional basis for impeachment. "It is a valid vote by the House of Representatives that authorized this", he continued.
As the impeachment inquiry intensifies, Wednesday's hearing will be a milestone. "I remind the president that Article 3 of the impeachment articles drafted aginst President Nixon was his refusal to obey the subpoenas of Congress".
Democrats were aiming for a final House vote by Christmas, which would set the stage for a likely Senate trial in January.
