  • Mexico's Foreign Minister Marcelo Ebrard has said it will not accept a US proposal that 70 percent of steel for automobile production come from the North American region

The Democrats have announced their support for a modified North America trade pact, handing Donald Trump a victory on a past campaign pledge after months of negotiations.

The Canadian government has said it is waiting to ratify the agreement at the same time as the United States.

When House Speaker Nancy Pelosi announced an agreement had been reached on the new trade deal with Mexico and Canada, CBS News' Nancy Cordes asked her whether it was a coincidence that the announcement came on the same day that articles of impeachment were announced against President Trump.

Negotiators from the US, Mexico and Canada reached a deal past year, but it needed to be approved by lawmakers in the three countries to move forward. Trump's targeted Pelosi for the stall in approval, but the speaker said on Tuesday that the administration's version of the deal needed serious work. Freeland will hold a separate press conference at the Canadian embassy in Mexico City at 5:30 p.m. ET.

Mr. Lighthizer met last week in Washington with Jesus Seade, Mexico's chief USMCA negotiator, to hammer out the toughest issues, which mostly concern their two countries.

Even if Congress decides to move ahead, the USA ratification system is complex and would take some time to come into force. And if they put it up to a vote, it's going to pass.

Richard Trumka, president of the powerful AFL-CIO union.

Indeed, the deal won a rare endorsement from Richard Trumka, president of the powerful AFL-CIO union. They added that they secured one of their biggest USMCA priorities - scrapping a provision shielding so-called biologic drugs from cheaper generic competitors for 10 years.

The details of the deal have not been made public, but Mexican officials have indicated that they would involve more stringent rules around the amount of North American steel used in auto manufacturing; a stronger dispute-resolution system; tougher enforcement of new labour standards in Mexico; and dialing back new protections for pharmaceutical companies.

Trump responded positively to the news on Tuesday, despite having just tweeted a slew of insults at Schiff and Nadler over the impeachment announcement.

The leaders of the three countries signed an agreement, known as the Canada-United States-Mexico Agreement or CUSMA in Canada, over a year ago in a well-publicized event on the sidelines of the G20 summit in Argentina.

House Ways and Means Committee ranking member Kevin Brady, R-Texas, told a House GOP conference meeting Tuesday that U.S. Trade Representative Robert Lighthizer will sign the deal in Mexico. Mexican President Andres Manuel Lopez Obrador said the three countries agreed to sign the new agreement Tuesday, according to Bloomberg.
