Today I wrote to Nicola Sturgeon.

Referencing the "once in a generation" phrase used by some SNP politicians throughout the 2014 referendum, Johnson said he would uphold this "promise" made by Sturgeon and former-First Minister Alex Salmond.

'It is time that we all worked to bring the whole of the United Kingdom together and unleash the potential of this great country'.

'I can not agree to any request for a transfer of power that would lead to further independence referendums, ' Mr Johnson wrote.

The SNP now holds a slim majority in the Scottish Parliament, with 62 of the 129 seats, 31 held by the Conservatives.

Sturgeon said that the Conservatives were "terrified of Scotland's right to choose - because they know that when given the choice we'll choose independence". The SNP will be hoping to secure a majority or at least return a pro-independence majority combined with the independence-supporting Scottish Green Party.

"The problem for the Tories is the longer they try to block democracy, the more they show the Westminster union is not one of equals and fuel support for independence", Nicola Sturgeon said.

The renewed push for Scottish independence was a key policy for the SNP at last year's general election, and although Johnson's campaign was overwhelmingly fought on Brexit, his stalemate with Sturgeon now threatens to damage his leadership, YouGov researcher Chris Curtis told 9News.com.au.

In his letter to the head of the SNP, Mr Johnson said that he had "carefully examined" the case she had presented for the transfer of powers to Holyrood which would allow her to hold a vote on the future of Scotland.

Boris Johnson's stalemate with SNP leader Nicola Sturgeon now threatens to damage his leadership, analysts say.

"That would be an absolute disaster for him to finally get through these Brexit negotiations and then for his entire leadership to be thrown off track again".

Sturgeon and her party have vowed to hold another vote on independence, a promise which was given greater urgency after Johnson's election victory signaled that the United Kingdom would follow through with Brexit.

Environmental groups and Citizens Advice Scotland have called on ministers to double their investment in zero-carbon homes following a survey finding that 15 per cent of small businesses say they have not been able to implement measures to reduce their carbon footprint.

Although said to have made progress - with CIH Scotland revealing just over 50% of the overall target for completions had been met - Scottish Labour have warned that plans had been "diluted" by Housing Minister Kevin Stewart, of which only "the vast majority" of those 50,000 planned will be new-build.

"The Westminster union can not be sustained without consent".
