National Football League considering amending Rooney Rule

When the National Football League instituted the Rooney Rule in 2003, it was so to insure that minority candidates were given a fair chance to land jobs as head coaches, general managers and in other positions of authority. The Cowboys hired former Packers coach Mike McCarthy, who was out of the league this season after being fired following the 2018 season.

"I think where we are right now is not where we want to be, not where we need to be", Rooney said. The first thing we'll do as part of our diversity committee is really review this past season's hiring cycle and make sure we understand what went on and talk to the people involved both on the owner's side, management's side as well as the people that were interviewed.

The Rooney Rule is named after late Steelers owner Dan Rooney.

"We're obviously using the Rooney Rule for the head-coaching candidates, but I think we may have to use the rule for the feeder positions, especially on the offensive side of the ball because that's where so numerous head coaches come from", Mara said, via NBC Sports' Peter King. One idea Rooney discussed was expanding the policy to include coordinator positions and other levels of coaching. As it appears right now, there just weren't very many minorities in the process at all this year. And I'm not sure why that is. "That's really not a bad pipeline", Rooney continued.

"The question is 'why aren't more of those people getting interviews?" Why aren't more of those people advancing through the process. "There are things like that at the lower levels that we need to look at to see that people are receiving opportunities at all levels of the hiring tree".

The reality is qualified Black candidates like Chiefs offensive coordinator Eric Bieniemy, Dolphins assistant coach Jim Caldwell, and Buccaneers offensive coordinator Byron Leftwich are not viewed in the same way less qualified white candidates are viewed. Like I said, there are a lot of pieces to it that we have to look at.
