Firefighters, police officers and civilians were among those killed, the government said.
Mexico State civil defense said 17 people died at the scene and seven died later at hospitals.
Luis Felipe Puente, head of Mexico's civil defence agency, said there were four blasts in total and the explosions started at an unauthorized, clandestine workshop and spread as flammable material shot into the air.
"Emergency crews attended the call of the first explosion, when a second incident occurred, killing and injuring members of these groups", the statement said.
This is not the first time a fireworks explosion has happened in Tultepec. In 2002, an explosion in Veracruz killed 29.

Video footage showed a large plume of smoke rising up from the area of the explosions in Tultepec. Wrecked buildings and scorched ground covered a rural patch of modest homes and small farm plots.
Four buildings were destroyed in the blasts that also injured at least 49 others in the town of Tultepec.
Blasts in Tultepec have become a regular occurrence.
A series of blasts have taken occurred at the fireworks markets, workshops and depots in Tultepec, about 20 miles (32 km) north of Mexico City, including massive explosions in a market in December 2016 that killed around three dozen people. In December 2016 a massive chain-reaction blast at an open-air fireworks market killed several dozen.
"We can not continue to allow this kind of situation", Puente said, adding that the sale of fireworks in the area would be suspended and the permits of manufacturers would be reviewed, Reuters reported.
Tultepec is a popular fireworks fireworks industry.
