  • Germany agrees steps on migration, no camps of any kind - SPD leader

The plan is in line with existing European Union rules, but countries on the bloc's outer borders such as Italy have said they're unwilling to take in all the migrants who arrive on their shores.

The German minister made the comments though Rome and Berlin have yet to reach a deal on the issue.

The Social Democrats (SPD) - for whom the horror of an illiberal migration policy is eclipsed only by a terror of coalition collapse and new elections - agreed quickly (reportedly after just 30 minutes of talks) to a watered-down version of a plan agreed by Mrs Merkel and Mr Seehofer.

Germany's interior minister has warned the European Union that it risks putting lives at risk with a dogmatic approach to Brexit that would hamper reaching an unlimited security deal with Britain, the Financial Times reported.

"Before taking back not one asylum-seeker in Italy, we'll wait until the other countries take the tens of thousands who should have been already taken with the relocation" accords, Salvini told reporters in Rome.

Speaking after talks with Austrian Chancellor Sebastian Kurz in Vienna, Seehofer said he expects "very hard talks" with Italy and Greece on the issue.

The interior ministers of Austria, Germany and Italy will talk in Innsbruck next week about the issue, Kurz said. "That is why I am pleased we've found a solution".

Austria, which took over the EU's rotating presidency on 1 July, wants to strengthen the EU's external borders while avoiding internal controls on the continent.

The two leaders embody the EU's split over migration.

She added that the good functioning of the world economy depends on countries working together as partners, and also questioned the value of measuring surpluses and deficits by trade in goods alone.

Under Kurz's leadership, the Austrian People's party entered into a coalition with the far-right anti-immigrant Freedom party last December.

Saying he was "convinced these will be very hard talks", Horst Seehofer said Thursday "it is a problem for all of Europe and we want to negotiate with Italy and Greece" to send them back migrants who had already registered and applied for asylum in those countries, the main entry points to the EU.

Austria has become an enthusiastic supporter of a long-standing effort by the European commission to create a European border and coastguard agency, in contrast to the policy of previous Austrian governments.
