The Football Association is considering putting England forward as a potential host for the 2030 World Cup, confirming on Wednesday it has approved a feasibility study into becoming Europe's only bid. "As much as we are trying to be neutral now, we will certainly not be neutral if anyone from Europe bids".
The UK government has said it would support a joint bid led by England.
The FA board has agreed to the study taking place before a decision next year.
The FA told Sky News its board had "agreed to conduct feasibility work into a potential bid".
It would be the first World Cup back in England since the Three Lions won it on home soil in 1966.
But this would be the first time the country has tried to win a World Cup bid since their failed campaign for 2022, which was controversially awarded to Qatar.
One option is for a joint bid with the other home nations, while the United Kingdom government has said it will support a joint bid led by England.
FIFA's congress voted in June for a joint bid from the United States, Canada and Mexico to host the 2026 World Cup.
If they it decides to go ahead, the FA will be up against Argentina, Uruguay and Paraguay, which will be bidding jointly for 2030.
Clarke was keen to distance himself from rumours that England might try to host the 2022 World Cup if there was found to be any wrongdoing in the bidding process by Qatar.
Their slogan "Football's Coming Home" did not ring well with the FIFA executive committee - ironic considering England's impressive run in Russian Federation this year and the wide-spread use of the phrase among Three Lions fans.
Clarke added: "FIFA has chosen Qatar to host the 2022 World Cup and they have a duty to investigate any issues around the process that are rightly thrown into question".
England previously suffered an embarrassment when the nation spent around $27.5 million on its bid for the 2018 World Cup, which of course went to Russian Federation.
'That would make the 2030 World Cup the next one a European nation might be able to host, and not before.
'Anyone suggesting otherwise is acting disrespectfully to our global game and does not speak for the English FA'.
