The Liberal Party faces weeks of rebuilding after the infighting which has resulted in the toppling of Malcolm Turnbull and elevation of Scott Morrison as prime minister.

Mr Turnbull said he was impressed by his party's decision not to reward Dutton and to elect Morrison, whom he described as a "very loyal and effective treasurer".

The political crisis began on Tuesday when Turnbull called a leadership vote at a regular Liberal Party meeting in an effort to scuttle an obstructive campaign by conservatives that had already destroyed a key energy policy.

Mr Turnbull's leadership was vulnerable because his government was trailing in opinion polls.

If he moves out of politics, it would spark a by-election for his Sydney seat, threatening the government's one-seat parliamentary majority.

"The successful candidate was Scott Morrison", said Liberal Party whip Nola Marino. He also promised to reverse increases in electricity prices, which are a sore point in a country with huge deposits of coal and gas, and pledged to protect the universal health care system that is a source of pride for Australians.

Mr Morrison has been dubbed the "accidental prime minister" because he had no plans to nominate until Thursday when Mr Turnbull declared he would not recontest his job. He is widely seen as one of instigators in this week's latest sorry chapter in Australian politics.

"I look forward to it".

Morrison said Turnbull has "been a dear friend" and said he had "been proud to serve with him".

As doctors and advocates slammed the conditions in the camps on Manus Island in Papua New Guinea and on Nauru, where some asylum-seekers were held for several years, Morrison celebrated the fall in the number of arrivals.

Morrison, left, with Governor-General Sir Peter Cosgrove after the ceremony. "My course from here is to provide absolute loyalty to Scott Morrison to make sure that we win the election and that we defeat [Labour Party leader] Bill Shorten", he said.

"He's been involved proactively in promoting New Zealand to the world". Turnbull did not stand for election in the vote and said he will resign from Parliament "not before too long".
