They were alleged to be "among the most violent individuals present in Charlottesville", where several people suffered serious injuries.
The affidavit alleges that the four men were "among the most violent individuals present in Charlottesville" on August 11 and 12 of previous year during the Unite the Rite rally.
Multiple individuals were arrested on Tuesday morning, said Brian McGinn, a spokesman for the U.S. attorney's office in Charlottesville.
Benjamin Daley, Michael Miselis, Thomas Gillen and Cole White were charged for violating the Riots Act and conspiracy to violate the Riots Act for their role in the violence that erupted in the streets of Charlottesville on August 11 and 12 in 2017.
The complaint said the four had already attended political rallies in Huntington Beach and Berkeley, California in 2017 where they attacked other protestors.
Another court filing in the case shows that the men have been arrested and are awaiting their initial hearings.

They say Fields, of Maumee, Ohio, who has been described by authorities and others who knew him as an admirer of Adolf Hitler, rapidly accelerated his vehicle into the crowd before driving off.
The protests saw hundreds of neo-Nazi sympathisers, some carrying firearms, yelling white nationalist slogans while wielding flaming torches in scenes eerily reminiscent of racist rallies held in America's South before the Civil Rights movement.
The following day, more violence broke out between counterprotesters and attendees of Jason Kessler's "Unite the Right" rally, which was believed to be the largest gathering of white nationalists in at least a decade.
Accused murderer and alleged neo-Nazi James Alex Fields Jr.is still waiting to be tried for allegedly driving his vehicle through a crowd of anti-racist protesters, killing 32-year-old Heather Heyer on August 12, 2017. Fields was charged with the killing in June.
Fields also faces first-degree murder charges in state court.
