It's the same kind of message that warns people of critical situations, including unsafe weather, but the test was put on hold due to a real emergency last month.

It's coming from the Federal Emergency Management Agency (FEMA) which is conducting an emergency alert test to prepare in case there's ever a true national emergency.

The tone went off at 1:18 p.m. CDT.

The suit states the complainants are people "who do not wish to receive text messages of any kind on any topic or subject from President Trump". Six cell phones were being monitored at the Mahoning County Emergency Management Agency but only two actually received the message.

"Americans are simply changing the way in which they get their information", exclaimed Jeh Johnson, former secretary of U.S. Homeland Security.

The system test is for a high-level "presidential" alert that would be used only in a nationwide emergency. It was previously supposed to be tested on September 20, 2018 but was "postponed until October 3, 2018 due to ongoing response efforts to Hurricane Florence". An actual "Presidential Alert" would mark a significant national crisis. The WEA system was established a decade ago and became operational in 2012.

Cell phone owners in the United States will receive WEA alerts from the president regardless of whether their carrier allows them to opt out of the other alerts.
