One person has been killed on a central Melbourne street where a knife wielding man was left in a critical condition after being shot by police.

Victoria Police said the unnamed attacker is in "critical condition" at the hospital following the incident, which left one of the victims dead. "A man was arrested at the scene and has been taken to hospital under police guard in a critical condition", it said.

He then started attacking people with a knife, stabbing two people, before he was shot by police.

Another person at the scene said: "I saw people running, screaming". Their condition is not yet know.

It's understood a third person has also been taken to hospital.

Footage has emerged showing the suspect being restrained by two men, at least one of whom is a police officer.

Speaking at the scene, Superintendent David Clayton said: "Police quickly responded to the incident".

The incident began with police getting reports of a auto that had burst into flames on the Bourke Street in Melbourne. Large spots of what appears to be blood are near the body alongside a pair of men's black lace-up shoes.

Police say it is yet to be determined if the incident is terror-related.

"It's so chaotic", witness Sarah told Tom Elliott.

Another said they heard "what sounded like a bomb and gun shot".

Witnesses said they heard a big bang and images appeared to show a vehicle on fire. Police response was swift and overwhelming.

A man from Neapoli Cafe in Russell Place told the Herald Sun that he heard a lot of bangs and others reported hearing loud explosions.

"Police are now at an incident on Bourke St in the CBD".

It comes as a trial continues into the horrifying rampage in Bourke St in January a year ago.
