  • Calif. Gov. Gavin Newsom receives applause after delivering his first State of the State address to a joint

The Trump administration says it intends to cancel a $929 million federal grant for California's high-speed rail project. "This is California's money, and we are going to fight for it".

The Los Angeles Times reported additionally that the Department of Transportation said it was "actively exploring every legal option" to recover the other $2.5 billion granted by the federal government to California for the project.

Sixteen states on Monday evening filed a lawsuit challenging Trump's national emergency declaration concerning the U.S. southern border. "The current project, as planned, would cost too much and take too long".

"The moves come a week after California Governor Gavin Newsom said during his state of the state address, that the high-speed railway project as now planned, would cost too much and take too long".

Federal Railroad Administrator Ronald Batory argued on Tuesday that Newsom had "presented a new proposal that represents a significant retreat from the state's initial vision and commitment and frustrates the objective for which federal funding was awarded".

The statement from the Department of Transportation heightens the Trump administration's quest to recoup federal money spent on the project that was originally granted in 2009. It cited Newsom's announcement to scale back the project.

The grant agreement between California and the federal government, signed in 2010, outlines several scenarios in which the federal government could take the money back.

The FRA writes in the letter that the state "has materially failed to comply with the terms of the Agreement and has failed to make reasonable progress on the Project", which they said was supposed to be on track to be finished by 2022.

In 2017, the Orange County Register wrote: "More time-consuming and tens of billions of dollars more expensive than estimated when California voters approved the funding measure in 2008". "California, the state that has wasted billions of dollars on their out-of-control Fast Train, with no hope of completion, seems in charge!" he tweeted. We want that money back now. Opponents of the ambitious project interpreted his comments as a declaration that "the train to nowhere has finally stopped" and that Newsom was canceling the leg of the plan that extended the railway from San Francisco to Los Angeles.

But Republican Assemblyman Jim Patterson, who represents Fresno, lashed out at the state's High Speed Rail Authority, calling it a rogue agency that has mismanaged the project and has torn up Fresno during construction without apparently having the money to finish.

"It would be very important to avoid anything that would disrupt the economic recovery in the Central Valley that has been brought about by high-speed rail", he said.
