On Tuesday, despite the specter of Hollywood actors pushing for a boycott, Georgia Gov. Brian Kemp will sign the "heartbeat" abortion bill, according to Fox News.

"(The bill) is very simple but also very powerful: "a declaration that all life has value, that all life matters, and that all life is worthy of protection", Kemp, flanked by supporters of the bill, said Tuesday morning before signing the legislation at the state Capitol.

Anti-abortion activists and lawmakers across the country have been energized by the new conservative majority on the U.S. Supreme Court.

Democrats, medical lobbies, and civil rights organizations have strongly opposed the bill, saying that it could force women to take desperate, unsafe steps to terminate a pregnancy, and could also put Georgia's pro-business reputation at risk.

Experts say those laws aim to serve a broader objective: providing legal fodder to begin the long legal battle necessary to overturn, or at least undermine, Roe v. Wade, the landmark 1973 Supreme Court ruling that protects a woman's right to an abortion up until fetal viability, which is typically around 24 to 25 weeks. That can be as early as six weeks, before many women know they're pregnant.

Supporters trumpet the bill - similar to ones passed in Kentucky, Mississippi, Ohio, Iowa, and North Dakota - as protecting the constitutional right of unborn children and allowing pregnant mothers to collect child support payments from fathers.

Many of those restrictions have been blocked by federal judges, the first step in a long legal battle to get the legislation in front of the U.S. Supreme Court, said Nash.

So-called "heartbeat bills" like Georgia's have become a popular tool among states looking to reduce abortion access. She said Gov. Kemp's principled decision is more in line with the views of most Americans than his opponents.

But Democratic Sen. Jen Jordan said "there's nothing balanced about it: It's an all-out abortion ban".

Georgia is not alone in approving bills to protect babies at early stages of pregnancy. Gov. Kemp said the legislation sends a clear message that the state stands by vulnerable residents and gives them the ability to thrive no matter their station in life. "We want to continue to support the wonderful people, businesses and communities we have come to love in the Peach State", read the letter from 50 Hollywood celebrities to Georgia lawmakers.
