Encina went on to be fired and charged with perjury, though the charge was later dismissed. Her death drew national attention to the case, with her family arguing she never should have been arrested, and protesters saying her arrest was an example of bias and excessive use of force by police against African-Americans.

The Bland family says the new video confirms their suspicions because until now the family and the public have only seen the dash cam video. Bland was pulled over by Encinia on July 10, 2015, in Waller County, Texas, about 50 miles northwest of Houston.

Now there are calls to reopen the case against the trooper.

The video shows Encinia yelling at Bland to get out of the auto, even as she calmly asks why she's being apprehended.

Bland's death by hanging was ruled a suicide - a finding that her family and their advocates have questioned. Bland's name became the latest byword for police misconduct.

Bland exited the auto but continued to record the traffic stop as Encinia ordered her to get off the phone. Three days later, she was found hanged in her Houston jail cell. The jury recommended perjury charges, which were filed in January 2016; Encinia was sacked later that year. Those perjury charges were later dropped after Encinia was sacked from his job and agreed never work in law enforcement again.

Bland's death triggered national scrutiny and the passage of a new law that took effect September 1, 2017, shepherded through the Texas Legislature by State Rep. Garnet Coleman, D-Houston.

The Bland family lawyer, Cannon Lambert, who settled a lawsuit against authorities implicated during the incident for $1.9m, said he had not seen the footage until it was obtained by local news.

The officer, Brian Encinia, was initially indicted on a charge of perjury for claiming that he only asked Bland to leave her auto for safety reasons.

But a 39-second video Bland took on her cellphone during the arrest hadn't been seen publicly until now. I have a right to record. The Texas Department of Public Safety denied it had withheld any evidence.

Lambert said he didn't see the video in evidence turned over by investigators, which he said he wanted to believe was just human error.

But officials insist that Bland's recording was never withheld from being viewed.

"We also know they have an extremely, extremely good cover-up system", she added.

Needham argues that the cellphone footage offers more proof that Encinia should face criminal charges over the encounter.

But the new cell phone video seems to contradict his statement.

"It is troubling that a crucial piece of evidence was withheld from Sandra Bland's family and legal team in their pursuit of justice", the statement read. "As Chair of the House Committee on County Affairs that looked into the death of Sandra Bland, I will make sure that the Committee will also look into how this happened".
