Trump says secret deal with Mexico takes effect when he wants

Mexico had no specific target for the reduction of migrant numbers, Ebrard said.

Trump said he was going to slap steadily escalating tariffs on Mexico unless it did more to help with the border crisis, a threat with huge downside risks.

Stung by criticism that his deal to avert threatened Mexican tariffs mostly ramps up existing border efforts, President Donald Trump is insisting there's more to it than meets the eye.

Many had thought Trump was alluding to the idea of Mexico becoming a "safe third country", which would make it harder for asylum seekers who pass through the country from other places to claim refuge in the U.S.

"We have been trying to get some of these Border Actions for a long time, as have other administrations, but were not able to get them, or get them in full, until our signed agreement with Mexico", he tweeted Sunday, adding during a call-in interview with CNBC Monday morning that officials had "talked about it for months and months and months", but couldn't reach agreement until the threat.

He said the agreement that he waved around would go into affect at his discretion.

Expressions by migrants of a fear of returning to their home countries triggers a USA immigration court process, which can take months or years to resolve due to backlogs in the system.

Over the weekend there was no sign that Mexico had started to harden the border, with migrants and locals crossing a river on rafts in sight of a busy official port of entry.
