"The opportunity now is for these young children who are coming back to Australia, they can't be held responsible for the crimes of their parents", he said.

"The fact that parents put their children into harm's way by taking them into a war zone was a despicable act".

He said the decision to rescue the children was a hard one and he had stipulated that no Australian was to be put in harm's way during the process.

According to the government, up to 70 Australians are in refugee camps in Syria, the vast majority of whom are children or women.

Local media reported that the group included five children and grandchildren of Sydney-born convicted ISIL member Khaled Sharrouf and three children of fellow fighter Yasin Rizvic, from Melbourne.

Although some have voiced their concerns that the children could be too radicalised or risky to be welcomed home, Scott Morrison says "they can't be held responsible for the crimes of their parents".

The news broke yesterday evening Australian time that the children of Islamic State fighter Khaled Sharrouf, as well as the orphaned children of another fighter, had been transported out of Syria and were in the care of Australian government officials.

The debate over how global governments should handle repatriation of IS fighters and their children has come to the fore this year with the collapse of the group.

Ms Nettleton's lawyer Robert Van Aalst told the ABC: "There will be medical examinations and various other support provided by the government which they have told us about to help the children acclimatise. And for me and my children I want to live a normal life just like anyone would want to live a normal life".

"I think that will be very challenging for the Sharroufs", Carroll said.
