Much of the UK's existing and planned infrastructure will still be in place in 2050, and almost one million homes will need to be retrofitted every year between now and 2050.
The CCC claims the foundations set out in the Clean Growth Strategy have not been developed into a cohesive approach able to deliver "even the existing carbon budgets" and warns the policy gap has widened in the a year ago as higher projections of future emissions have eclipsed the positive effects of any new policies.
