Unlike the previous two protests, which saw sometimes violent police crackdowns and thousands of arrests combined, the one on Saturday was sanctioned by city authorities.

Protesters filed through metal detectors with flags and banners, staging their fourth major protest in a month calling for opposition-minded candidates forced off the ballot to be allowed to run in a city election next month.

A group that monitors attendance of public meetings, Beliye Schetchik, said it counted about 40,000 people at the demonstration; a police estimate put the crowd at 20,000.

Investigators opened criminal proceedings against several people over what they have called mass civil unrest, an offense punishable with up to eight years in jail.

The latest demonstrations come as the authorities this week mounted their harshest attack yet on Navalny's team, focusing on his anti-corruption foundation which publishes investigations of officials close to Putin.

Although Saturday's rally was authorized and participants should not face detention, Navalny, who is now in jail, called for supporters to walk peacefully through the city. Fifty-one have been detained at the St. Petersburg rally and seven were detained in Rostov-on-Don, OVD-Info said. The excluded candidates say that is a lie and insist on taking part in a contest they believe they could win.
