According to CNN, which obtained a draft copy of the order, the White House will ask the FCC to develop regulations aimed at clarifying the laws determining how social media companies are allowed to police speech on their platforms. He spoke to reporters while departing from the White House for a campaign event in NY, days after two gunmen in separate incidents killed dozens in El Paso, Texas, and Dayton, Ohio.

Social media companies have come under increasing scrutiny since a white supremacist broadcast deadly attacks in Christchurch, New Zealand, online.

"The conversation focused on how technology can be leveraged to identify potential threats, to provide help to individuals exhibiting potentially violent behavior, & to combat domestic terror", White House spokesman Judd Deere posted on Twitter. "We urge internet and social media companies to continue their efforts in addressing violent extremism and helping individuals at risk, and to do so without compromising free speech".

Twitter confirmed to CNET that its public policy executives attended Friday's White House meeting, while the Internet Association, a lobbying group formed by Amazon, Facebook, Google and other tech companies, labeled the meeting a "productive discussion" on combating hateful and violent content online. Trump did not attend. Executives from Facebook, Twitter, Google, Reddit and Microsoft were invited, the Washington Post reported. The companies declined comment.

Internet Association CEO Michael Beckerman said in an emailed statement that its members "detailed their extensive efforts using automated tools and human review to find and prevent the spread of hateful, violent and extremist content on their platforms". The Walmart shooting suspect allegedly posted a manifesto on online forum 8chan shortly before the attack, prompting the web infrastructure firm CloudFlare to shut down support for the site.

The president's political opponents, civil society groups and residents of El Paso said his words were partly to blame for the mass shootings.

Trump has denied stoking division and violence, contending this week that he "brings people together".

Heidi Beirich, who leads the Southern Poverty Law Center's Intelligence Project, said tech companies have made significant changes in the way they tackle hate speech over the last few years.
