Schumer wants the money to go to FBI domestic terrorism investigations, Department of Homeland Security initiatives to counter violent extremism, and federal health agency research on gun violence, the source said.

Mitch McConnell, the Senate majority leader, has expressed to strengthening background check legislation and red flag laws in the wake of a pair of deadly shootings that killed least 22 people at a Walmart store in El Paso, Texas and at least nine people outside of a bar in Dayton, Ohio. The House and Senate are both out of session for August recess. Democrats said that more than 250 mass shootings have occurred in the United States this year.

Senate minority leader Chuck Schumer is expected to formally petition President Trump to withdraw his request for $5 billion in border-wall funding and redirect the funds to combat "the dual scourges of gun violence and violent white supremacist extremism". Some options on the table include universal background checks of gun purchasers and semi-automatic weapon bans.

Rep. Don Beyer, D-Va., said McConnell hadn't moved gun curb legislation because "he's waiting for the outrage to die down, the headlines to change, the people to turn the page and think about something else".

The White House has threatened that Trump would veto that bill, which the Democratic-led House approved largely along party lines.

"Republicans and this administration need to put their money where their mouth is when it comes to addressing gun violence and stopping the rise of domestic terrorism, especially stemming from white supremacy", Schumer said in a statement to Politico, which first reported the request.
